Technical Assistance and Support to Leh Under the TUMI E-Bus Mission

Under the Transformative Urban Mobility Initiative (TUMI) E-Bus Mission, ICLEI – Local Governments for Sustainability is providing technical assistance to the city of Leh, to support the transition towards sustainable and electric public transport. Given Leh’s unique terrain, harsh climatic conditions, and environmental sensitivity, the adoption of electric buses (e-buses) is a vital step toward reducing vehicular emissions, improving air quality, and enhancing public transport for both residents and tourists.
The Urban Lab is supporting ICLEI by assessing the existing public transport system, identifying route and fleet requirements, engaging with key stakeholders, and analysing infrastructure and financial needs. The proposal will serve as a strategic document to guide Leh’s e-bus deployment.
In addition, the project includes the preparation of Standard Operating Procedures (SOPs) for e-bus depot operations in other network cities such as Rajkot and Bhopal. These SOPs will address depot operations including charging management, energy efficiency, safety protocols, maintenance, and gender-inclusive practices.
Key deliverables include a detailed technical assistance report for Leh, draft and final e-bus proposals, stakeholder engagement documentation, SOPs for depot operations, and training materials to support implementation. This initiative contributes to a broader goal of creating resilient, inclusive, and environmentally sound urban mobility systems under the TUMI E-Bus Mission.
