Opportunity for Reforming Parking Supply Mechanisms, Surat and Pimpri Chinchwad

With increasing motorisation, most Indian cities are grappling with managing and mitigating challenges posed by parking. Cities are trying to solve the problem by increasing parking supply through multi-level car parking structures and introducing minimum parking requirements in building regulations. Unfortunately, they have not solved the problem.

This study intends to encourage Indian cities to adopt a progressive parking scenario where on-street parking is limited; priced; and enforced, and parking moves to off-street facilities where supply is market-driven, and parking supply is limited to curb private motor vehicle use. Surat and Pimpri-Chinchwad were chosen as cities for in-depth parking analysis and to develop a parking reform roadmap. The Urban Lab was involved in designing surveys, analysing data, conducting stakeholder consultations, and organising workshops across the two cities.
